Promulgation of the National Technical Regulation on Emission of In-Use Motorcycles and Mopeds in Road Traffic
On December 31, 2025, the Ministry of Agriculture and Environment issued Circular No. 92/2025/TT-BNNMT regarding the National Technical Regulation on emission of In-Use motorcycles and mopeds in road traffic. This Circular will officially take effect on June 30, 2026. The National Technical Regulation (QCVN 99:2025/BNNMT) is issued alongside this Circular. Its implementation will follow the roadmap prescribed by the Prime Minister (See the full text of the drafted roadmap here).
This is the first National Technical Regulation (QCVN) to mandate emission limits for motorcycles and mopeds in Vietnam. Previously, only TCVN 6438:2018 existed, which served as a national standard providing maximum emission thresholds. However, TCVN 6438:2018 was primarily recommendatory and applied on a voluntary basis. The introduction of QCVN 99:2025/BNNMT officially transitions these requirements into a compulsory legal framework for all road users.
Scope and Regulated Entities
QCVN 99:2025/BNNMT applies to all entities using motorcycles and mopeds in road traffic, as well as entities conducting emission testing and relevant state agencies. This regulation does not apply to vehicles managed by the Ministry of National Defense and the Ministry of Public Security.
QCVN 99:2025/BNNMT specifies the limit values for emission parameters of motorcycles and mopeds equipped with spark-ignition (SI) engines, including Carbon Monoxide (CO) and Hydrocarbons (HC). The QCVN is categorized into four levels, where Level 1 is the baseline and Level 4 represents the most stringent requirements.

Impact
The provisions in QCVN 99:2025/BNNMT incorporate the emission parameters of Level 1 and Level 2 from TCVN 6438:2018, while introducing more stringent requirements for Level 3 and Level 4. Most importantly, while TCVN 6438:2018 served as a voluntary and recommendatory standard, compliance with QCVN 99:2025/BNNMT is now legally mandatory.
Emission testing for motorcycles and mopeds shall be performed by certified emission testing facilities that meet all legal requirements and conditions as prescribed by law. The Ministry of Construction is the designated agency responsible for organizing and implementing the emission testing and inspection of motorcycles and mopeds in accordance with the provisions of the law.
