Issuance of the Roadmap for the National Technical Regulation on Emissions of In-Use Automobiles
On November 28th, 2025, the Government of Vietnam issued Decision 43/2025/QĐ-TTg stipulating the roadmap for the application of the National Technical Regulation (hereinafter referred to as QCVN) on emissions from automobiles equipped with spark-ignition or compression-ignition engines operating on public roads within Vietnam. This decision takes effect from March 01st, 2026 and replaces Decision 16/2019/QĐ-TTg.
This Decision applies to entities involved in the management, inspection, and use of automobiles.
The roadmap for implementing the QCVN on automobile emissions is structured as follows:

Transitional Provisions
Automobiles that have been issued a valid quality inspection certificate may continue to operate until their next periodic inspection cycle, at which point they must comply with the roadmap outlined in this Decision.
Vehicles manufactured or assembled under quality certificates issued before January 1, 2022 (until the expiration of such certificates), as well as new vehicles manufactured or assembled from chassis with cabins (*), shall comply with emission levels equivalent to those applicable to automobiles produced between 2017 and 2021.
