Issuance of Guiding Documents for the Implementation of the Vietnam Law on Chemicals 2025

To guide the implementation of Vietnam Law No. 69/2025/QH15, which took effect on January 1, 2026, the following guiding documents have been issued and are effective as of January 17, 2026:

  • Decree No. 24/2026/ND-CP dated January 17, 2026, issued by the Government: Regulating chemical lists within the scope of the Law on Chemicals.
  • Decree No. 25/2026/ND-CP dated January 17, 2026, issued by the Government: Detailing and providing measures for the organization and implementation of several articles of the Law on Chemicals regarding chemical industry development, chemical safety, and chemical security.
  • Decree No. 26/2026/ND-CP dated January 17, 2026, issued by the Government: Detailing and guiding the implementation of several articles of the Law on Chemicals regarding the management of chemical activities and hazardous chemicals in products and goods.
  • Circular No. 01/2026/TT-BCT dated January 17, 2026, issued by the Minister of Industry and Trade: Detailing and guiding the implementation of several articles of the Law on Chemicals and Decree No. 26/2026/ND-CP regarding the management of chemical activities and hazardous chemicals in products and goods.
  • Circular No. 02/2026/TT-BCT dated January 17, 2026, issued by the Minister of Industry and Trade: Prescribing measures for the implementation of the Law on Chemicals and Decree No. 25/2026/ND-CP regarding chemical industry development, chemical safety, and chemical security.

Implementation Objectives

The Ministry of Industry and Trade (MOIT) requests relevant units to urgently deploy, announce, and organize the implementation of administrative procedures—particularly chemical export and import licensing—in order to:

  • Create favorable conditions for businesses.
  • Ensure no disruption to the raw material supply chain.
  • Avoid the incurrence of additional logistics costs.
  • Ensure timeliness, transparency, and consistency in dossier processing.

While the online public service system is to be operational, and to ensure that administrative procedures are not interrupted, receiving and processing agencies shall handle hard-copy (paper-based) dossiers in accordance with regulations.

The Ministry of Industry and Trade requests the Ministry of Finance and the Provincial People's Committees to strengthen coordination in implementing the guiding documents of the Law on Chemicals 2025 as prescribed.
