On January 17, 2026, the Ministry of Industry and Trade issued Circular No. 02/2026/TT-BCT, providing detailed regulations and guidelines for the implementation of certain articles of the Law on Chemicals and Government Decree No. 25/2026/ND-CP, which details several articles and measures for the implementation of the Law on Chemicals regarding chemical industry development, chemical safety, and security. This Circular takes effect from the date of its signing.

Enterprises should take note of the following key guidance contents within this Circular:

  • Contents of the Chemical Incident Prevention and Response Plan; Chemical Incident Prevention and Response Measures; and Chemical Incident Prevention and Response Measures during Transport;

  • Contents, procedures, and dossiers for chemical incident response drills;

  • Appraisal forms and the decentralisation of appraisal and approval for Chemical Incident Prevention and Response Plans;

Templates for Chemical Incident Prevention and Response Plans/Measures

The format and layout of the following contents are prescribed in Appendix II

  • Chemical Incident Prevention and Response Plan;

  • Chemical Incident Prevention and Response Measures;

  • Chemical Incident Prevention and Response Measures during Transport.

Appraisal forms and the decentralisation of appraisal and approval for Chemical Incident Prevention and Response Plans are prescribed in Appendix III.

Contents and dossiers for chemical incident response drills

The contents of a chemical incident response drill must include the following:

  1. Time and location of the drill;

  2. Hypothetical drill scenarios;

  3. Response procedures for the hypothetical scenarios;

  4. Information on coordinating units, forces directly participating in the drill, and the facilities and equipment serving the drill.

Dossiers for chemical incident response drills include:

  1. The overall master script for the chemical incident response drill;

  2. The list of personnel and equipment participating in the drill.

The report on the organisation of chemical incident response drills shall be prepared in accordance with Form 04 in Appendix IV.
