On June 29, 2026, the Hanoi People's Committee promulgated Decision No. 80/2026/QĐ-UBND, stipulating the criteria for eco-industrial parks and eco-industrial clusters in Hanoi, as well as the roadmap, mechanisms, and support policies for transitioning existing industrial parks and industrial clusters to eco-industrial models. The Decision took effect on July 9, 2026.

Criteria for Identifying Eco-Industrial Parks and Eco-Industrial Clusters

Under the Decision, the criteria for identifying eco-industrial parks (IPs) and eco-industrial clusters (ICs) are established for three groups of entities: investors; industrial parks and industrial clusters; and enterprises operating within industrial parks and industrial clusters.

Among these, the key criteria applicable to enterprises operating within industrial parks and industrial clusters include the following:

No.

Criteria Group

Industrial Park (IP)

Industrial Cluster (IC)

1

Legal Compliance

Comply with applicable laws and regulations on investment, enterprises, construction, land, environmental protection, fire prevention and firefighting, and labor.

Same as for industrial parks.

2

Industrial Symbiosis/ Circular Economy

At least one industrial symbiosis linkage must be implemented between enterprises within the industrial park; relevant ISO standards must be applied.

At least one industrial symbiosis linkage or one circular economy linkage model must be implemented among production and business establishments within the industrial cluster.

3

Resource Conservation, Emissions Reduction, etc.

At least 20% of enterprises within the industrial park must apply the relevant measures.

At least 10% of enterprises within the industrial cluster must apply the relevant measures.

These criteria aim to encourage enterprises to strengthen production linkages, use raw materials, energy, and other resources more efficiently, and reduce waste generation and emissions into the environment.

Roadmap for Transitioning Existing Industrial Parks and Industrial Clusters in Hanoi to Eco-Industrial Models

The roadmap for transitioning existing industrial parks and industrial clusters in Hanoi to eco-industrial models is as follows:

  • 2026–2028: Review, Assessment, Classification, and Preparation of Transition Plans
