Issuance of the Greenhouse Gas Emission Reduction Plan

On September 30, 2024, the Ministry of Industry and Trade issued Decision No. 2600/QĐ-BCT, approving the Greenhouse Gas (GHG) Emission Reduction Plan for the energy and industrial processes sectors under its management until 2025 and for 2026-2030. 

The overall objective is to reduce GHG emissions in alignment with Vietnam’s Nationally Determined Contributions (NDC 2022) and the Methane Emission Reduction Plan until 2030, contributing to the national goal of carbon neutrality by 2050. 

Specific Targets of the Plan 

By 2025, with domestic resources, GHG emissions in the energy and industrial sectors will be reduced by at least 8.2% (equivalent to 36.2 million tons of CO2e) compared to the Business-as-Usual (BAU) scenario. With international support, the reduction could reach a minimum of 36.4% (160.5 million tons of CO2e). By 2030, the corresponding targets are at least 9.0% (55.5 million tons of CO2e) and, with international support, approximately 34.8% (213.7 million tons of CO2e). 

Implementation Measures 

The greenhouse gas (GHG) emission reduction measures in the energy and industrial sectors are categorized into the following groups: 

  • Industrial Manufacturing Sector: Recovering waste heat energy, optimizing combustion processes, utilizing high-efficiency equipment such as boilers, kilns, lighting systems, air compressors, electric motors, and pump systems, installing inverters for production lines, and implementing energy management systems. 

  • Household Sector: Using high-efficiency electrical appliances such as air conditioners and refrigeration equipment, adopting energy-saving lighting, utilizing solar water heaters, and switching to cleaner fuels. 

  • Energy Industry: Developing renewable energy power plants, including centralized solar power, rooftop solar, onshore and nearshore wind power, offshore wind power, hydropower, biomass power, and waste-to-energy plants; advancing combined-cycle gas turbines using domestically gasified coal; expanding combined-cycle gas turbines powered by liquefied gas; and developing ultra-supercritical and supercritical thermal power technologies. 

  • Industrial Processes and Product Use: Applying best available technologies to reduce emissions in industries such as chemical production and steel manufacturing, as well as adopting climate-friendly refrigerants. 

  • Technical and Management Measures: Implementing technical and managerial solutions to mitigate GHG emissions in the energy and industrial processes sectors. 

Priority Actions for Enterprises Until 2030 

To implement these solutions, enterprises should prioritize the following actions until 2030: 

  • Staying updated on mechanisms, policies, and legal regulations related to greenhouse gas (GHG) inventories, particularly for entities listed under Decision No. 13/2024/QĐ-TTg, as well as measuring, reporting, and verifying GHG emission reductions. 

  • Contributing to the development of a pilot program for voluntary carbon labeling for consumer goods and products. 

  • Adhering to laws on energy conservation and efficiency. 

  • Advancing the development of clean energy and renewable energy sources. 

  • Implementing sustainable production and consumption solutions. 

  • Capacity building of staff and personnel in GHG emissions management. 

  • Engaging in emission reduction programs, climate change awareness campaigns, and public sustainability reporting to enhance credibility and environmental responsibility.
