June 29, 2026 – The Ministry of Public Security issued Decision No. 4118/QĐ-BCA-C07 (effective from July 1, 2026, replacing Decision No. 5461/QĐ-BCA-C07), promulgating a new list of administrative procedures for fire prevention and fighting (FPF) and rescue (R). This legal development directly affects the business community by optimizing the decentralization process, enabling project owners to identify the competent authorities responsible for processing applications, significantly reducing waiting times, and proactively accelerating the licensing process for their projects.

Decentralization of Five New Administrative Procedures for FPF and Rescue

Under the Decision, the newly promulgated list of administrative procedures includes design appraisal, approval of adjusted designs, issuance of permits for the circulation of vehicles and equipment, and support entitlements for persons participating in rescue operations. These procedures are handled at three administrative levels: central, provincial and commune levels. Specifically:

Key New Provisions Businesses Need to Understand

The new administrative procedures have been developed based on Government Resolutions No. 66.7/2025/NQ-CP and No. 66.18/2026/NQ-CP on the reduction and simplification of administrative procedures.

  • Central level (Fire Prevention, Fighting and Rescue Police Department): Focuses on appraising and approving adjusted fire prevention and fighting designs for particularly large-scale or nationally important projects.

  • Provincial level: Takes the initiative in processing most Group A, B and C projects and issuing permits for the circulation of fire prevention and fighting vehicles and equipment within the locality.

  • Commune level: Streamlines the process for accessing support policies, enabling persons participating in rescue operations to receive support entitlements promptly when incidents occur.

Who Needs to Update Their Knowledge of the New FPF Decentralization Regulations Immediately?

To avoid the risk of operational standstills and disruptions to regulatory approval schedules, the following three groups must pay attention to these changes:

  • Project owners: Review and submit applications for FPF design appraisal/adjustment to the correct competent authority, addressing the matter from the outset.

  • Transport businesses and FPF equipment traders: Submit applications for permits to circulate vehicles and equipment directly to the Fire Prevention, Fighting and Rescue Police Division under the Provincial Police.

  • Individuals and rescue personnel: Contact the People's Committee of the commune where they reside to complete procedures for receiving policy entitlements in the event of an incident.

Has Your Project Submitted Its Application to the Correct Authority Under the New FPF Regulations?

The changes to the authorities responsible for receiving and processing FPF applications under Decision No. 4118/QĐ-BCA-C07 have left many project owners uncertain about identifying the correct processing authority (the Fire Prevention, Fighting and Rescue Police Department or the Provincial Police). Submitting an application to the wrong administrative level may not only result in its return but also delay the approval process and directly affect the operational schedule of the entire project.

If you are unsure about identifying the correct processing authority (the Fire Prevention, Fighting and Rescue Police Department or the Provincial Police), do not know how to update your application forms to reflect the newly issued decentralization regulations, or are seeking cost-effective FPF design solutions for renovation projects to shorten the design approval period and ensure that the project can commence operations on schedule, Enviapac is a reliable partner ready to help you resolve these regulatory challenges.
