Announcement Regarding the Temporary Suspension of Accepting Applications in the Chemical Sector

On January 6, 2026, the Hanoi Department of Industry and Trade issued Official Letter No. 37/SCT-KTATMT regarding the suspension of accepting administrative procedure applications in the chemical sector under the 2025 Chemical Law, addressed to entities in Hanoi.

Currently, the Government Decrees and Circulars guiding the implementation of the 2025 Chemicals Law, which specify the list of chemicals, forms, procedures, and processes for issuing various permits/certificates, have not been issued. The Department of Industry and Trade lacks the legal basis and guidelines to review and process administrative procedures in accordance with the new regulations. Therefore, the Department of Industry and Trade has not accepted any applications for new/amended Certificates or Licenses in the chemical sector since January 1, 2026, until new regulations and guidelines are issued.

Currently, several other provinces and cities, such as Dong Nai, have issued similar announcements (based on Official Letter No. 34/SCT-QLCN dated January 5, 2026). Ho Chi Minh City has also issued Official Letter No. 387/SCT-QLCN dated January 15, 2026.
