Decision Issuing the List of Sectors and Facilities Required to Conduct the 2026 Greenhouse Gas Inventory

On August 10, 2026, the Ministry of Agriculture and Environment (MAE) issued Decision No. 42/2026/QD-TTg on the list of sectors and facilities emitting greenhouse gases (GHG) required to conduct the 2026 updated GHG inventory.

 

The total number of facilities in the updated 2026 list is 2,441, an increase of 275 facilities compared to the list in Decision No. 13/2024/QD-TTg. The number of facilities by sector is as follows:

  • Industry and Trade sector: 1,916 facilities, an increase of 111 facilities compared to Decision No. 13/2024/ND-CP.
  • Construction sector (transportation sector): 53 facilities, a decrease of 22 facilities compared to Decision No. 13/2024/ND-CP.
  • Construction sector (construction field): 411 facilities, an increase of 182 facilities compared to Decision No. 13/2024/ND-CP.
  • Agriculture and Environment sector: 61 facilities, an increase of 4 facilities compared to Decision No. 13/2024/ND-CP

The Decision takes effect on September 25, 2026. Facilities listed in the catalog of facilities required to conduct GHG inventories under Decision No. 13/2024/QD-TTg but not included in this Decision are exempt from the obligation to submit facility-level GHG inventory reports starting in 2027.

 

Therefore, businesses should proactively review the names of their facilities in the newly updated list to promptly prepare for inventory and reporting obligations; at the same time, they should assess the possibility of being exempt from the 2027 reporting obligation if they are no longer included in the list under current regulations.
