Promulgation of the List of Medium- and High-Risk Products and Goods under the Management of the Ministry of Home Affairs

On July 28, 2026, the Ministry of Home Affairs issued Circular No. 16/2026/TT-BNV, prescribing the List of Medium- and High-Risk Products and Goods falling under the state management responsibilities of the Ministry of Home Affairs. The Circular takes effect on the date of issuance.

The Circular includes lists of medium-risk and high-risk products and goods. These lists specify the types of products and goods, HS codes, descriptions, applicable technical regulations, and corresponding quality management requirements.

The List of High-Risk Products and Goods (Section I) includes:

1. Head protection equipment for workers: Industrial safety helmets.
2. Respiratory protective equipment for workers (excluding medical masks): Respiratory protective devices — particulate filters; filters for use in gas masks and half masks.
3. Hand protection equipment for workers (excluding medical gloves and examination gloves): Electrically insulating gloves.
4. Foot protection equipment for workers: Electrically insulating shoes or boots; safety shoes and boots.
5. Safety belts and personal fall arrest systems for workers (excluding escape lifelines used for firefighting and fire prevention).
6. Heat- and flame-resistant clothing for workers.
7. Elevators and elevator safety components, including: landing door locking devices and car door locking devices; safety gear; driving machines (braking systems of driving machines); overspeed governors; buffers; shut-off valves/check valves for hydraulic elevators.
8. Escalators and moving walks.

The List of Medium-Risk Products and Goods (Section II) includes:

1. Boilers with a rated steam working pressure exceeding 0.7 bar.
2. Vessels, cylinders, tanks, cisterns, bottles, and drums with a rated working pressure exceeding 0.7 bar, as classified under Vietnamese Standard TCVN 8366:2010 (excluding single-use gas cylinders; and gas cylinders, vessels, and tanks circulated under temporary import for re-export or temporary export for re-import arrangements for the carriage of exported or imported goods).
3. Refrigeration systems using refrigerants in groups B1, B2L, B2, B3, A2, and A3, as well as group A2L systems with a refrigerant charge of 05 kg or more, as classified under TCVN 6104-1,2,3,4:2015 and TCVN 6739:2015.
4. Cranes.
5. Overhead cranes and gantry cranes.
6. Construction hoists.
7. Lifting equipment (equipment used to lift, move, and lower goods).
8. Engine-powered forklifts with a rated lifting capacity of 1,000 kg or more.
9. Personnel lifting platforms and elevating work platforms.
10. Electric hoists.

The following Circulars cease to be effective from the date this Circular takes effect:

• Circular No. 01/2021/TT-BLĐTBXH;
• Circular No. 26/2018/TT-BLĐTBXH;
• Circular No. 13/2024/TT-BLĐTBXH;
• Article 16 of Circular No. 09/2025/TT-BNV.

For products and goods covered by the List under this Circular that have not been listed, for which HS codes have not been determined, or for which discrepancies or inconsistencies arise in classification and HS code determination, HS codes shall be determined in accordance with the laws on customs.
