Circular on Management, Identification and Traceability of Special-control Chemicals on the Electronic Identification and Authentication Platform

On September 4, 2026, the Ministry of Public Security issued Circular No. 154/2026/TT-BCA, regulating the management, identification and traceability of Special-control chemicals on the electronic identification and authentication platform.

The Circular establishes a mechanism for managing chemical data in the digital environment, connecting information among regulatory authorities, and improving the ability to track chemicals throughout the entire supply chain. It takes effect from the date of issuance.

It covers the development, management and operation of the Identification and Traceability System for Special-control Chemicals, which is managed by the Ministry of Public Security on the VNIDCHECK platform (https://vnidcheck.vn/). It also sets out rules for generating and using supply chain codes and identification codes for Special-control chemicals.

When identification and traceability on the System are required

Identification and traceability on the System must be carried out in the following cases:

• Where a trading record of Special-control chemicals must be declared.
• Where chemical enterprises wish to declare, manage, monitor and trace the origin of chemicals and chemical products.

In the event of an incident, abnormal loss, theft, mandatory destruction, or any risk to safety during the storage, transportation or use of chemicals, the enterprise must update and declare the information electronically on the System within 24 hours of discovering or becoming aware of the event.

Integrating trading records of Special-control chemicals into the System

Owners of lots, batches or units of Special-control chemicals must integrate the information from the trading record of Special-control chemicals into the System. Until integration is available, enterprises must continue to prepare and retain trading records for Special-control chemicals as required by chemical legislation.

Information from the trading record of Special-control chemicals is updated, stored in the System, and synchronized with the specialized chemical database.

What this means for enterprises

The issuance of Circular 154/2026/TT-BCA creates a legal basis for identifying, managing data on, and tracing the origin of specially controlled chemicals in the electronic environment.

For enterprises, activities involving chemicals within the scope of application will be tied to requirements to declare and update information fully, accurately and promptly; to use identification codes and supply chain codes; and to carry out traceability and cooperate in providing information when requested by competent authorities.

This is the basis for gradually forming a chemical data chain capable of identification, connection, traceability and record-keeping, serving state management and the activities of organizations and individuals in the chemical supply chain.
