Project Overview

EnviX conducted a project to assess the compliance status with environmental regulations in a chain of Japanese manufacturing and metal processing plants in Dong Nai, Vietnam. We provided clients with a compliance checklist that incorporates the latest regulations in the fields of environment, chemical, and energy, ensuring that active manufacturing facilities remain up to date with regulatory requirements.

Our consulting team in Vietnam carried out a pre-assessment review by collecting essential information and documentation related to the environmental management of the plants. This included Environmental Impact Assessments, Waste Source Registration Books, Environmental Protection Reports, Chemical Lists, Chemical Incident Prevention and Response Measures, etc.

We also conducted on-site assessments at client's facility for two days per factory. This process involved a detailed review of relevant documents, interviews with responsible personnel and workers, and an on-site inspection of management practices, including hazardous waste storage areas, wastewater treatment systems, and chemical storage and usage areas. After completing the assessment, we provided clients with a comprehensive report outlining key findings, non-compliance issues, recommended improvement measures, and additional consulting support to address any concerns.

Value for customers

Our compliance assessment framework was based on the latest legal updates, which were particularly significant at the time of project execution (2022–2023). During this period, Vietnam’s environmental regulatory framework underwent a major transformation following the enactment of the 2020 Environmental Protection Law (72/2020/QH14) by the National Assembly on November 17, 2020. Notably, in early 2022, key guiding documents such as Decree 08/2022/ND-CP and Circular 01/2022/TT-BTNMT were issued and took effect, introducing substantial changes to environmental management requirements.

In the field of chemical management, regulations guiding the implementation of the Chemical Law (06/2007/QH12), such as Decree 113/2017/ND-CP and Circular 32/2017/TT-BCT, were amended and supplemented by Decree 82/2022/ND-CP and Circular 17/2022/TT-BCT. These updates introduced critical changes regarding the annual chemical activity reporting deadlines, chemical safety training content, and emergency response drills for chemical incidents, etc. Furthermore, the National Technical Regulation QCVN 05A/2020/TT-BCT on Safety in Production, Trading, Use, Storage, and Transportation of Hazardous Chemicals came into effect on January 1, 2022. This regulation mandates that factories and facilities handling hazardous chemicals must comply within 18 months of its enforcement date.

Through this project, we helped clients systematically review their management status while ensuring they stay up to date with the latest legal requirements in environmental protection and chemical management.
